MINUTES

PUBLIC SAFETY COMMITTEE

WEST PEORIA CITY HALL

2506 W. ROHMANN AVENUE

WEDNESDAY, JUNE 16, 2010, 5:30 PM

 

 

   1.    CALL TO ORDER – The meeting was called to order by Alderwoman Thomas at 5:40

          PM.

 

   2.    ROLL CALL – Members present were: Alderwoman Thomas and Alderman   

          Meismer. Chair Dwyer arrived late. Also present: Economic Development Coordinator  

          Gene Pratt, City Clerk Carole Stephens, Code and Zoning Officer Dan Sullivan, Nancy

          Carson, Jeff Reagan, Carl Russell and Rebecca Russell.

 

   3.    ADDITIONS TO OR DELETIONS FROM THE AGENDA – None.

 

   4.    APPROVAL OF MINUTES FROM THE REGULAR MEETING – 5/19/2010 – It was   

          moved by Alderman Meismer and seconded by Alderwoman Thomas and unanimously

          carried to approve the minutes.

 

   5.    REVIEW OF MONTHLY FINANCIAL REPORT – Report was reviewed and accepted as  

          presented.

 

   6.    PUBLIC COMMENT – Carl Russell owns a house on Alice Avenue that is occupied by his

          daughter. They have been having trouble with a neighbor parking his van and trailer on the

          street where it causes traffic flow problems. Ms. Russell stated that the neighbor had

          threatened her when she spoke to him about their vehicles. Mr. Sullivan recommended

          parking on only one side of the street. He stated that he had spoken with Ms. Russell’s

          neighbors and had gotten nowhere with them. He said that he and Street Department

          Manager Henry Strube had assessed the area and agreed that no parking on one side of the

          street seems to be the best solution. Jeff Reagan also stated that it difficult to maneuver the

          garbage truck down the street when there are cars parked on both sides. Mr. Strube has

          also had problems in the winter with the snowplow. Alderman Meismer asked to keep this

          on the agenda and invite a representative of the Transportation Committee to the next

          meeting to get this resolved.

                                                 

   7.    REVIEW OF CODE ENFORCEMENT OFFICER’S REPORT – Code and Zoning Officer   

          Dan Sullivan gave the report. The reports were reviewed and accepted as presented.  

          He said that there are a lot of vacant and foreclosed homes and reports of high grass. He

          said that the City has been contracting out the mowing and has placed liens on these

          properties. He then spoke about a dilapidated garage on Laura Avenue that needs to be

          demolished. He would like to pursue this. It was moved by Alderman Meismer and

          seconded by Chair Dwyer to recommend that Mr. Sullivan begin the legal process to begin

          the demolition.

 

   8.    WASTE HAULING – RFP (REQUEST FOR PROPOSAL) – DISCUSSION – Chair    

          Dwyer stated that he had received only one comment concerning the contract for waste  

          hauling and that was to keep what we have now with no bidding it out. Alderman Meismer

          said the contract has not been bid for 7 years and he believes we need to do this just to see

          what kind of offers are out there. Mr. Reagan stated that any extra options are obviously 

          going to cost more

 

   9.    1325 MARKET STREET – DISCUSSION – There has been no movement concerning the

          issues with this property.

           

 10.    BURNING AT PEORIA SPEEDWAY – DISCUSSION – Mr. Pratt handed out some

          information he had received from Sherrie Hamilton’s attorney. He said this is not 

          something that needs to be resolved right now, but in the near future. He suggested it be

          kept on next month’s agenda.

 

 11.    SIGNAGE ON KENWOOD AVENUE – DISCUSSION – There is no update on this issue.

          It will be put on next month’s agenda.

 

 12.    ANNEXATION UPDATE – Mr. Pratt gave an update on this item. The next round of

          annexation will include Peoria Disposal Company (PDC). He is waiting for them to fill out

          their petition for annexation.

 

 13.    CITY ADMINISTRATOR’S REPORT – City Administrator John Carlson was not in

          attendance. There was no report.

a. GOALS –There was no discussion.

 

 14.    PUBLIC COMMENT – None.

 

 15.    EXECUTIVE SESSION – It was moved by Alderwoman Thomas and seconded by  

          Alderman Meismer to go to Executive Session at 6:24 PM.

 16.    ACTION ARISING FROM EXECUTIVE SESSION – None.

 

 17.    ADJOURNMENT – 6:37 PM.
