OFFICIAL MINUTES OF THE CITY COUNCIL OF THE CITY OF WEST PEORIA, ILLINOIS TUESDAY JUNE 23, 2009 7:00 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE, WEST PEORIA IL
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on June 23, 2009. Mayor Dillon said that this meeting is taped as well as all City Council Meetings and will be on Channel 22 Wednesday following the Council Meeting at 8:00 p.m.
1. CALL TO ORDER Meeting was called to order at 7:00 p.m. by Mayor Dillon.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Dillon.
3. ROLL CALL The following members were present: Alderman Dohm, Alderman Dwyer, Alderman Ganson, Alderman Mathewson, Alderman Meismer, Alderman O’Neill, Alderwoman Thomas and Alderman Venzon. Also present: Mayor James Dillon, City Administrator John Carlson, Attorney Bill Connor, City Treasurer Jennifer Main, Economic Developer Gene Pratt, Street Manager Henry Strube and City Clerk Carole Stephens. Also present: Township Supervisor Bob DeSutter, Sandy DeSutter, Rolland Reinhart and Plan Commission Jason Barth, Prakash Babu, Ratna Babu, Ganesh Dkapodkar, Marjorie Getz and Daniel Getz.
4. ADDITIONS AND OR DELETIONS FROM AGENDA None
5. APPROVAL OF MINUTES Motion to approve the Minutes from the June 9, 2009 City Council Meeting was made by Alderman Dohm and seconded by Alderman Ganson. ROLL CALL VOTE – 8 Ayes, Dohm, Ganson, Dwyer, Mathewson, Meismer, O’Neill, Thomas, Venzon Nays – 0 Absent-0 Motion Carried
6. COMMUNITY POLICE REPORT Officer Chris Watkins was absent. No report.
7. MAYOR’S REPORT Mayor Dillon said that he attended the Heart of Illinois Mayor's Association Meeting in Canton and was elected President of Heart of Illinois Mayor's Association again and that he will sit on the EDC Board representing the Mayor's Association. West Peoria will be hosting the August Meeting at Sky Harbor for the Heart of Illinois Mayor's Association. Mayor Dillon reminded everyone about the 4th of July Parade and said this will be the largest 4th of July Parade in the history of West Peoria with the Clonmel Marching Band from Clonmel, Ireland marching in the parade this year.
8. TREASURER’S REPORT City Treasurer Jennifer Main said that due to technical difficulties we do not have a Treasurer’s Report for May, it will be ready for next month’s City Council Meeting.
9. PUBLIC COMMENT None
10. OTHER BUSINESS – DISCUSSION ONLY A. PRAKASH BABU PRESENTATION Alderman Leroy Dohm introduced Mr. Babu to Mayor Dillon and the City Council. Mr. Babu gave a presentation of the purposed condominiums for seniors and approached the council with possible annexation to the City of West Peoria. Mr. Babu explained that he is within 1.5 miles to three cities who has jurisdiction of this property, Bellevue, Peoria and West Peoria. Mr. Babu stated that the Condo’s will be of high quality in the Kickapoo Bluff area and when completed it will generate a sizable tax base, but because of elderly housing it will not be taxing the school district. Mr. Babu talked about the infrastructure involved in this presentation. Attorney Connor explained how the annexation would work. The Annexation Agreement Discussion could be the next step after the Council had a chance to take into view and check out the property. Ultimately the City Council would have to hold a Public Hearing on the Annexation Agreement, then could vote on it. The property that is subject to annexation typically would have a Plan Commission Hearing and then zone the property. This will go to the City Council Meeting July14, 2009. City Administrator Carlson suggested that all the City Council Members go and check out this property and to put any questions they may have out for answers at the July 14th City Council Meeting.
B. LIVABLE COMMUNITIES GRANT City Administrator Carlson introduced Marjorie Getz from Bradley University. The City of West Peoria is working with the Central Illinois Agency on Aging staff from Bradley University, Catholic Charities and the Institute of Physical Medicine and Rehabilitation on a grant proposal. The Agency on Aging is interested in putting together a Community Allocation to pursue the funding for the Agency on Aging. It is approximately 1.5 million dollars over a three year period to construct a livable community to enhance innovation. The Agency is looking for someone to work with individuals over the age of 60, to provide Case Management that would allow them to live in their homes.
This Grant is looking to provided money for the expense of Case Management: help manage health care needs, get involved with disease prevention, and provide help with opportunities for education, socialization, recreation and volunteer opportunities. One of the major requirements for securing this funding is to produce a needs assessment about factors associated with making a community livable. We have a survey that all the Block Captains in West Peoria will be soliciting in their neighborhoods. The survey is due on July 9th and can be dropped off at West Peoria City Hall. City Administrator Carlson thanked Maggie Moore for the great job she has done in asking all 50 of her block captains to pass out the survey. Alderman Ganson: Agreed this is something that needs to be supported.
11. COMMITTEE REPORT A. FINANCE COMMITTEE ALDERMAN MATHEWSON, CHAIR . The Finance Committee has not met since the last City Council Meeting, the next Finance Meeting will be July 7th, at 5:30 p.m. at City Hall.
B. LAND USE COMMITTEE ALDERMAN DOHM CHAIR The Land Use Committee met June 17. The Committee went over the regular business, the monthly Financial Report, we reviewed the Code Enforcement and Zoning issues. Mr. Prakash Babu gave the presentation, identical to the one he gave tonight. We reviewed our executive minutes. Our next meeting is July 15th, at 6:30 p.m. at City Hall.
C. PUBLIC SAFETY COMMITTEE ALDERMAN DWYER, CHAIR The Public Safety Committee met on June 17. The Committee reviewed the Code Enforcement Report. We went over the last Financial Report for the Fiscal Year. Mr. Dave Schaab gave an update report from Waste Management on the changes that will take place. It was talked about seniority of the garbage man for West Peoria. He will be here unless he chooses to change routes. Henry mentioned that on Friday after the Waste Management yard waste pickup there is a lot of debris left behind. Mr. Schaab will talk with the supervisor about this problem. Chair Dwyer asked everyone to look in on their elderly neighbors during this heat wave and make sure they are ok. Also, offer to help them with their yard work take out the trash. Our next meeting is July 15th, at 5:30 p.m. at City Hall.
D. TRANSPORTATION COMMITTEE ALDERMAN VENZON The Transportation Committee met on June 9th, in addition to our regular business, the City Engineer reported that all the paper work is done for Kenwood and Swords and should be starting to work in about a week. The final plans for the Heading Avenue mill and overlay work have been submitted to IDOT and sent to Springfield, if things go on schedule work should start late in September. We have asked the residents of Ashland to attend our next Transportation Meeting to allow them to see our proposals and how it will affect them. We would like to have their input on how they want us to do the reconstruction. Sterling Avenue is proceeding along according to the schedule. Waverly Avenue sidewalks are all most completed. Please be aware of the road work being done on Heading Avenue and Rohmann Avenue, There is a lot of construction traffic going on in West Peoria please be careful. The alleys are being seal coated.
Henry asked me to say that there has been a lot of vandalism to our street signs. If you see anyone messing with the signs please don’t hesitate to call the police. Our next meeting is July 9th, at 6:30 p.m. at City Hall.

13. ADJOURNMENT Motion to adjourn this meeting was made by Alderman O’Neill and seconded by Alderman Meismer. Motion carried unanimously by voice. Meeting adjourned at 8:12 p.m.
