TUESDAY AUGUST 25, 2009

A Regular Meeting of the City Council of the City of West
Peoria, Illinois was held at the West Peoria
City Hall on August 25, 2009.
1. CALL TO ORDER
Meeting was called to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by
Mayor Dillon.
3. ROLL CALL
The following members were present: Alderman
Dohm, Alderman Dwyer, Alderman Ganson,
Alderman Mathewson, Alderman Meismer,
Alderman O’Neill, Alderman Venzon, and Mayor Dillon.
Alderwoman Thomas was not in attendance.
Also present were City Administrator Carlson, City
Attorney Connor, City Treasurer Main,
City Clerk Stephens, Economic Developer Pratt, Rolland
Reinhart, Township Supervisor DeSutter,
and Barb Kerns – Bailey Group.
4. ADDITIONS TO OR DELETIONS FROM AGENDA
None
5. APPROVAL OF MINUTES
Motion was made by Alderman Dohm and
seconded by Alderman O’Neill to approve the minutes of
the Regular Meeting held August 11,
2009.
ROLL CALL VOTE – Ayes 7 – Dohm,
O’Neill, Dwyer Ganson, Mathewson, Meismer, Venzon
Nays -0
Absent – 1 Alderwoman Thomas
Motion carried.
6. COMMUNITY POLICE REPORT
Officer Watkins reported on the Night
Out Against Crime that was held on August 22, 2009. The
County held saturation after the Night
Out Against Crime from 10:45 p.m. to 2:00 a.m. County
Deputy
cars were in the area for four hours,
Bike Patrol was in the area for eight hours. Officer Watkins
said
the County stopped people walking for
minor infractions. There were: twenty-five to thirty traffic
stops,
four arrests, thirty grams of marijuana
was confiscated from several different people and one car
was
seized. Deputy Watkins said that the
County feels that they made a great impact for the City.
Officer Watkins thanked Henry Strube for
locating the driver of the hit and run accident at the
corner of
Heading & Waverly Avenues. Henry located
the parked car in an alley. I spoke with the owner of the
car and issued him a ticket. Henry has
come through for us several times. We closed this case. We
have
had a few calls from the block of 3000
W. Rohmann Avenue about three white males in a red pickup
truck going door to door targeting the
elderly residents saying they will asphalt their driveway
for fifty
dollars. They put a slurry seal on the
driveway that runs about one hundred dollars and about one
hour
they go back and show the resident s their
driveway and tell them the charge is five thousand dollars.
They are giving a false local phone number. We
do have a name of one of the men and we are looking
for him. If you see the red truck or are
approached, take down the license plate number and call me
and
I will take care of it.
7. MAYOR’S REPORT
Mayor Dillon said that Henry Strube
asked me to ask everyone that if you see kids or adults
tampering
with the street signs, no matter how
minor it is, to call City Hall or Peoria County. These are
very
expensive and we are getting signs
damaged again. Mayor Dillon said that the WELCOME WALL was
completed today and we will be setting
up a ceremony in the near future to dedicate the Wall to the
Fahnestock Family. Mayor Dillon said
that some young citizens have taken it upon themselves to
play
with the new lights at the Wall; they
are turning the lights around and having the lights facing
the
traffic. I have cleared this with Deputy
Watkins and we will prosecute. If there is an accident
caused
because of the lights being turned
around they will be prosecuted for this also. This is very
serious
offense.
Last week John Carlson and I attended
the Mayor’s Association Meeting. This was hosted by the City
of West Peoria and was held at Sky
Harbor and was the largest group to attend the Association
Meeting,
I would like to think this is because it
was held in West Peoria. Congressman Aaron Schock was the
speaker.
Mayor Dillon reminded everyone that
tomorrow Illinois American Water Company is having their
Kick
Off for the $3.2 million Main
Replacement Event. This will be at 10:00 a.m. at Manor
Parkway and
Fairway Avenue. Senator Koehler will
attend and will be the main speaker. Some of Peoria Council
Members will be attending. The entire
West Peoria council members are invited to attend. Because
of
my job I will be placing the new 8” pipe
in the ground. This will be a showcase for Illinois
American
Water projects. They are replacing the
2” mains with 8” mains in the Peoria and West Peoria areas.
There will be better water pressure for
the Fire Protection and better water pressure in our homes.
This
will save Transportation Committee and
Henry time from repairing the streets after the water main
breaks.
8. TREASURER’S REPORT
City Treasurer Jennifer Main passed out
the Treasurer’s Report for June 2009. Jennifer said Eric
Jones,
City of West Peoria’s CPA, will be here
September 7, 2009 for the City’s Audit.
Motion to receive and file the June 2009
Treasurer’s Report was made by Alderman Mathewson and
seconded by Alderman Ganson.

9. PUBLIC COMMENT
Township Supervisor DeSutter thanked
everyone who helped with the Night Out Against Crime.
There were six bicycles given away at
the drawing. Supervisor DeSutter mentioned the Welcome
Wall looks great.
10. MOTION TO APPROVE THE HEADING AVENUE BID TO R.A.
CULLINAN & SONS IN THE
AMOUNT OF $176,367 by Alderman
Venzon and seconded by Alderman Ganson
Discussion: Alderman Venzon said that
this is the only bid that the City received and as stated in
the bid
sixty thousand eight hundred dollars is
the federal stimulus share. We still have to pay
approximately
Six thousand dollars to Hermann &
Associates for engineering. If we do not use this money for
this project we
will lose this money. According to
Alicia this project is 19 percent over the estimate. We will
proceed with
this project. Mayor Dillon said that
with this money being IDOT, Stimulus and PPUATS we need to
do this to
show good faith. We are still trying to get the money for
Sterling Avenue Hill in the near future.

11. MOTION TO APPROVE THE REVISED STORM DAMAGE POLICY
was made by
Alderman Venzon and seconded by
Alderman Ganson.
Discussion: Alderman Venzon said
that we discussed the Revised Storm Damage Policy with Henry
Strube. Since we have Waste
Management available to pick up debris from April 1st
to December 31st
there is no reason for the Street
Department to pick up storm damage. We are putting this out
in policy
form. This Revised Policy will
have no effect from January 1st to March 30th,
when there is not waste
pickup. The City will start to
issue citations after we will enforce the revised policy.

12. MOTION TO APPROVE TIF AGEEMENT AMENDMENT ORDINANCE
2009-16 TO BE
SIGNED BY BOTH PARTIES BY THE
END OF THE DAY ON SEPTEMBER 1, 2009 OR THE
AMENDMENT WILL BECOME NULL
AND VOID was made by Alderman Mathewson and
seconded by Alderman Dohm.
Discussion: At our last City
Council Meeting we approved payment for the year 2007
payable in 2008
for TIF Agreement actually starts
2008 and payable in 2009. This amendment lets it start in
2007.The
motion is to have it signed in
seven days which is the end of the day on September 1st,
2009.
Alderman Dohm asked Attorney
Connor if this was enough time.
Attorney Connor said ordinances
that have fines are not enforceable for ten days, but any
other
ordinance is enforceable
immediately.
Alderman Ganson said that if this
was voted down this would revert back to the agreement that
we
have, is this correct.
Attorney Connor: Correct.
Alderman Mathewson said that
tonight the council is voting on the Amendment.

13. OTHER BUSINESS
None
14. COMMITTEE REPORTS
A. FINANCE COMMITTEE
The Finance
Committee has not met since the last City Council Meeting.
Our next meeting will be
on September
1, 2009 at 5:30 p.m. at City Hall.
B. LAND USE COMMITTEE
The Land Use
Committee met last Wednesday at City Hall. It was a very
short meeting. City
Hall was without
electricity because of the storm. The committee went over
the zoning issues,
violation codes and
violations. We discuss some of the condos possible
annexation coming to the
council. We tabled
several things. Our next meeting will be September 16th
at 6:30 p.m. at City Hall.
Alderman Dohm thanked
Beth Gilbert for taking the minutes.
C. PUBLIC SAFETY COMMITTEE
The Public Safety
Committee met last Wednesday at City Hall. City Hall was
without electricity
We were going to
have a short meeting, but we had some residents with on
going problems with
animal feces and
rats on Barker Avenue. We left the meeting with
instructions for research and
feedback from the
city staff. Our next meeting will be September 16th
at 5:30 pm. at City Hall.
D. TRANSPORTATION
COMMITTEE
The Transportation
Committee has met since the last City Council Meeting. Our
sidewalk project is
complete except for
a little work on the inlets. The project on Kenwood and
Swords Avenues is
complete. The
Committee discussed the Heading Avenue Project that was
voted on tonight. The
Market Street
Project is officially completed. The last payout has been
made. We are still working
on Sterling Avenue the
phase one study but Whitney has complete their testing so
the payment
design part can
begin. The committee discussed the Storm Damage Policy. We
are setting up a new
set of goals and
will begin working on a five year plan for the committee.
Our next meeting will be
September 10, 2009
at 6:30 p.m. at City Hall.
15. PUBLIC COMMENT
Mayor Dillon said the lady who resides at the corner of
Kenwood and Swords Avenue stopped Henry and thanked
him for getting the water out of her yard. Someone drove
thru the freshly sodded area. The homeowners took it
upon themselves to fix the sodded area and barricade so no
one else could drive through it again.
Alderman Dohm asked Alderman Venzon if he had a seal coating
agenda or schedule.
Alderman Venzon said the seal coating is strictly as needed.
We update as we go along.
Alderman Mathewson asked what is the Farmington Road Access.
Alderman Venzon said that in the discussion of the
annexation we asked Alicia Hermann why would the
Babu Condos want to access off of Farmington Road instead
of Kickapoo Road.
Mayor Dillon said at the last meeting he talked about
putting a binder together with a copy of the minutes from
all the
committee meetings to keep all the Council Members informed
on all the committees and asked if they were interested
in doing this. The committee agreed unanimously on this.
Gene Pratt said that there will be a Public Hearing tomorrow
night for the Plan Commission and the Zoning Board
of Appeals to consider the Babu Annexation at 5:30 p.m.
We have completed a transition of our email to OIC. If any
of you have home email service and if you would like us to
set this up, we will do whatever it takes to help you. You
could get all of your West Peoria email at your house.
16. ADJOURNMENT
Motion was made by Alderman O’Neill seconded by Alderman
Ganson to adjourn. Motion carried unanimously by
voice vote. Meeting adjourned at 7:28 p.m.
