West Peoria Tax Increment Financing District

The City of West Peoria has one Tax Increment Financing (TIF) District established in 2005. West Peoria’s TIF district includes all of Cedar and Western Avenues; the Sterling and Rohmann intersection; the southern side of Callender Avenue and parts of Heading Avenue.
Tax Increment Financing (TIF) is a mechanism for local governments to stimulate economic development or redevelopment. In a TIF district, taxes generated from new investment are captured and invested back into the area to promote development.
The City provides TIF assistance to developers and business owners by entering into redevelopment agreements. TIF can be used as a tool to attract new businesses, help existing businesses, or help improve deteriorating areas within the TIF district without tapping into general revenue funds and without raising local property taxes. The City ofWest Peoria will help fund projects on a case-by-case basis, centered on three main goals. In the years ahead, these goals will help guide City Council members and staff when determining what projects to fund.
Goal 1: Business Development - To visibly enhance Western Avenue at the Sterling-Rohmann intersection, encouraging economic revitalization and creating an attractive environment for a thriving business community. Goal 2: Residential Development - To promote the beautification and enhancement of blighted residential districts through rehabilitation projects. Goal 3: Public Infrastructure - To provide for an improved quality of life for residents located within the TIF district through public infra- structure projects.
Money generated from a Tax Increment Financing District in Illinois can be used for:
Studies, surveys, development plans and related professional service costs – architectural, engineering,
legal, administrative. Land
acquisition, demolition of buildings, site preparation and
improvement, etc. Rehabilitation, reconstruction, or repair of
buildings Construction of public infrastructure such as street, sidewalk, water, sanitary and/or sewer improvements
as the school district) resulting from “TIF-assisted” redevelopment.
Please meet with City staff first to decide which program is more applicable to your project. Program guidelines, application forms, and a list of TIF-eligible projects and expenses can be picked up at City Hall or downloaded above. Completed applications may be submitted at any time and are accepted on a first-come, first-serve basis. Funding, in accordance with the re- development agreement, will be released upon completion of
